I have the honour to acknowledge the re-

ceipt of your Despatch No. 432 of the 19th. December last, in

which you suggest that the Legislative Council of this Colony

might, as a matter of precaution, introduce legislation similar

to that embodied in Straits Settlements Ordinance No. 3 of

1901 and Ceylon Ordinance No. 5 of 1902.

In consideration of the fact that there

does not appear to be any necessity for such legislation at

present in this Colony, I do not propose to take any immediate

steps in that direction, but the matter will not be lost

sight of.
